Non-Profit Security Grant Program (NSGP)
DHS FEMA announced that a second round of NSGP funding for 2024 on October 28, 2024. Details for submissions and state deadlines have not yet been released.
The Nonprofit Security Grant Program (NSGP), administered by the Department of Homeland Security’s Federal Emergency Management Agency (FEMA), was crafted to assist 501(c)(3) organizations in enhancing their security measures, playing a key role in the nation's comprehensive approach to preventing and mitigating terrorist threats.
Eligibility: Eligible participants include 501(c)(3) organizations that can demonstrate a high risk of terrorist threats based on their mission, beliefs, or ideology.
Funding Structure:
Overall Funding Cap: The NSGP sets a maximum grant limit of $600,000 per organization per cycle.
Per Location Cap: Each distinct location or site within an organization is eligible for a grant of up to $200,000, within the overarching $600,000 organizational limit. This funding structure allows organizations with multiple sites to address each location's specific security needs while adhering to the aggregate funding cap.
Eligible Use of Funds:
NSGP funds are versatile, covering a broad spectrum of security enhancements:
Physical Security Equipment: Including barriers, fencing, lighting, and reinforced doors/windows to prevent unauthorized access and enhance perimeter security.
Surveillance and Monitoring: Installation of CCTV cameras, intrusion detection systems, and access control systems to monitor and record activities for enhanced security.
Communication Systems: Upgrades to emergency communication devices, public address systems, and mass notification tools to ensure timely and effective response during emergencies.
Cybersecurity Improvements: Enhancing digital security through advanced firewalls, secure networks, and data protection software. This also includes cybersecurity training for staff to recognize and respond to digital threats.
Security Training and Drills: Conducting active shooter training, emergency preparedness exercises, and other relevant security training programs to prepare staff and occupants for potential threats.
Contracted Security Personnel: Employing professional security services for ongoing monitoring and response, subject to the NSGP's guidelines on personnel costs.
Application Process and Period of Performance:
Applicants must undergo a prequalification process and submit a detailed Investment Justification, as well as a vulnerability assessment. The period of performance, defined in each grant cycle, has historically been three years from the date of award.
