$150K
Maximum per applicant (one facility)
State
Georgia Emergency Management and Homeland Security Agency (GEMA/HS)
What Is FPC?
The Funds for Protection of Communities (FPC) program provides Georgia state funding for security personnel at nonprofit facilities that are disproportionately affected by hate-motivated violence or violent extremism. Administered by the Georgia Emergency Management and Homeland Security Agency (GEMA/HS).
FPC is separate from the federal NSGP. Georgia set aside $5 million in state funds for the current round, with an award cap of $150,000 per applicant and no cost share or match.
Key differences from federal NSGP: FPC pays for security personnel only (off-duty Georgia law enforcement or Georgia-licensed security officers), not equipment or target hardening. Georgia organizations that need physical upgrades can pursue the federal NSGP alongside it. Read our full guide to the Georgia FPC grant.

Application Process for the FPC Grant
The FPC grant is competitive. Applications are submitted online through the Georgia EM Grants Manager (ga.emgrants.com) and scored on a 100-point scale covering the organization’s background and symbolic value, threats, vulnerabilities and consequences, the impact of security personnel, and measurable outcomes. Applicants name their law enforcement agency or licensed security contractor in the application, and law enforcement arrangements require a documented memorandum of understanding.
Awards are reimbursement-based. The most recent round closed October 30, 2026, with a period of performance running through June 1, 2027. We track deadlines for Georgia and advise on timing.
Frequently Asked Questions
Practical answers about applying for the Georgia Funds for Protection of Communities (FPC) program.
Who can apply for the FPC grant?
Eligible applicants are 501(c)(3) nonprofits that provide services in Georgia and are at risk of a terrorist or extremist attack or disproportionately affected by hate-motivated violence. Houses of worship are the program's primary focus, and museums, cultural landmarks, pre-K and K-12 schools, aftercare programs and senior living facilities may also qualify. Each organization may apply for one facility, and only one nonprofit may apply per building address.
How much funding can a Georgia organization receive through FPC?
The award cap is $150,000 per applicant. The State of Georgia set aside $5,000,000 for the current round. No cost share or match is required, and the grant is paid on a reimbursement basis.
What can FPC funds be used for?
FPC funds security personnel only: new or additional off-duty active Georgia state, county or municipal law enforcement officers, or security officers registered and licensed in Georgia. Equipment, target hardening, municipally required traffic control and management and administration costs are not covered.
Can we apply for both FPC and the federal NSGP?
Yes. FPC is a separate state program administered by GEMA/HS. Because FPC covers security personnel and the federal NSGP focuses on equipment and target hardening, the two programs work well together for the same facility, as long as the same costs are not claimed under both.
Who administers the FPC grant and where do I apply?
FPC is administered by the Georgia Emergency Management and Homeland Security Agency (GEMA/HS). Applications are accepted only online through the Georgia EM Grants Manager at ga.emgrants.com. Program details and the current NOFA are posted at gema.georgia.gov.
When does the Georgia application window open and close?
GEMA/HS sets the window each round. The most recent round opened in fall 2026 and closed at 11:59 PM on October 30, 2026, with a period of performance of October 1, 2026 through June 1, 2027. An earlier 2026 round closed May 22, 2026. We monitor GEMA/HS announcements and notify clients when a new round opens.
